Microsoft Micronaire using Semantic Kernel issues

Hi there,
I am just having a try on the experimental project package Micronaire using Semantic Kernel but I seem to have a docker host issue as seen in the screenshot with a time out, does the project require Docker to run, and can you use it without Docker at all?
